Should HCP be Primary Care or Pulmonologist?

My husband was diagnosed with mild emphysema by a pulmonologist, who did not suggest any follow up. Our primary care physician says he (primary care) can take care of any associated treatments, and so far has prescribed a three part inhalation powder and an emergency (rescue) nebulizer. Should my husband periodically visit a pulmonologist, or continue sole reliance on the primary care provider?
