Handicap Tags for Car

i live in Florida and it states you pulmonary disfunction you need to be 60% and I'm at 66% but walking is not an easy task with COPD and Spinal Arthritis from neck to tailbone. Should I talk to Pulmonalist or my Pain Management Doctor to sign off?
